The Department of Employment and Labour has introduced numerical targets across 18 economic sectors, fundamentally changing how employers must approach transformation planning.
Occupational levels. Targets are no longer generalised — they now apply to four specific occupational levels: Top Management, Senior Management, Middle Management, and Skilled Technical roles.
Headcount threshold. The turnover-based threshold for “designated employer” status has been abolished. Any company employing 50 or more people is now legally required to submit EE Plans and reports, regardless of annual turnover.
Multi-sector operations. Companies operating across multiple sectors must apply the numerical targets of the sector in which the majority of their employees are engaged.
